IMDb can be edited by anyone, just like Wikipedia and Fandom's wikis can. It's a little different with IMDb because there isn't an edit history that we can look at to see who added each item. So anyone can put in anything, whether it's official or just what they want to happen.
What's on the IMDb page for that movie is like what I see for a lot of fan fiction movies: the movie's name, a specific release date several years in the future and a list of people they want to be in the movie. Sometimes there will be a plot summary and sometimes there will be a really long and involved description of what's going to happen in the movie when the movie hasn't been released yet.
Personally, I'd like to see another Roger Rabbit movie. I loved the first one and I've kept the same user name and avatar for this account for over ten years now.
If there really was a second movie being worked on, a search on Google should turn up articles, interviews and press releases that say so. Right now, the most recent info is that Roger Zemeckis says there is a script that was submitted years ago, but Disney doesn't seem to be interested.
Based on what I see, another Roger Rabbit movie isn't likely to happen, so the people who are saying it will happen are either putting in fan fiction or engaging in wishful thinking.
