It continues the adventures of Roger and friends after the film Who Framed Roger Rabbit? (1988) and directly after the events of Roger Rabbit: The Resurrection of Doom (1989) from Marvel Comics.
"The Trouble with Toons" Story
Roger arrives at the Ink and Paint Club to pick up Jessica, but he ends up finding the place in shambles. Jessica is talking with the club owner, Duke Malloy, in his office, where he explains to Roger that someone is threatening to keep vandalizing the club if they don't get "10,000 simoleons" a week. But the note was ripped so they don't know who the threat is from.
Roger suggests getting his old pal Eddie Valiant to help out. But Eddie is too busy to take the case. He recommends a new Private Investigator that his police contacts told him about, named Rick Flint. Out of desperation for a case, Rick accepts the job.
While searching the Ink and Paint Club for clues, Rick and Roger find the piece of the note that was ripped off. The note was signed "Big Bill". Sounds like a toon name. Having never heard the name before, Roger suggests talking to Baby Herman, who "knowns anybody who is anybody in Toontown". Baby Herman doesn't know much on Big Bill but he suggests looking for one of his thugs named Wally Weasel.
Rick and Riger follow Wally Weasel to Big Bill's place. They overhear that something is going down soon. Calling for Benny the Cab, Rick and Roger follow Big Bill and his Weasels back to the Ink and Paint Club. They find Duke tied up and Big Bill trying to make off with Jessica. Duke informs Rick that there is a bomb in the club. Roger lures the Weasels into an ice box to capture them, but he ends up accidentally trapping himself, as well, and they all freeze. Rick finds the bomb under the stage and stops it.
The police arrive to arrest Big Bill and the Weasels. Rick finds Roger frozen solid, but Jessica is able to thaw him out with a single kiss. Duke thanks Rick for his help and Roger suggests that he and Rick go into business together. Rick considers it after Roger offers to pay half his rent.

"Good Neighbor Roger" Story
Roger receives word that he has a new neighbor: a Weasel! Roger makes an attempt to try and be a good neighbor in the hopes that the Weasel won't come after him. But attempting to be hospitable might not be as easy as it sounds.

Trivia
- The facial rights to Bob Hoskins were only available to Disney Comics for the first issue of their Roger Rabbit comic. So Disney needed to come up with a brand-new character for Roger to team up with instead: Rick Flint.
